The Committee is composed of representatives from each of the EU member states. The EU member states should inform the secretariat of the Committee 3 days before the meeting about their views on the CSPs.

They can:

  • approve it in general
  • identify issues that need discussions during the meeting

If no questions have been raised, it will directly go through a weighted voting procedure. As the respective voting powers depend on the country’s contribution to the EDF, this procedure is very much in favour of a few countries. For example out of 1004 votes in total, Germany gets 205 votes, France 196 and United Kingdom 148. In comparison, Poland gets only 13 and Sweden 27. The CSPs are considered approved when a Qualified Majority Voting (QMV) of 2/3 does not reject the EC proposal.
