The key documents required by the EC at the identification stage of the cycle are:

  • Terms of reference for any EC funded prefeasibility studies;
  • An identification fiche, including as appropriate draft terms of reference for a feasibility/design study; or
  • A financing proposal for a programme/package of projects (e.g Action programme together with project fiches).

The European Commission has now adopted the guidelines for the MTRs (English) (French)
EC Delegations in ACP countries should now be preparing consultations with civil society and other non state actors. The in-country stage runs from July to mid October. See timetable As of 16 October 2009 the deadline for the "in-country" phase has been extended to 15 November
