On the basis of the consultants’ reports, the desk officers in Brussels and the respective delegations jointly draw up a concept note for each of the countries. The concept note is a brief document that lists the priority areas and activities that the Commission intends to include in the CSP. While it cannot be described as a “draft CSP”, the concept note does,however, give a fairly accurate indication as to the area/s and activities on which the Commission’s co-operation with a country is likely to focus.
