The process of consultations begins shortly after the publication of the concept note and it focuses on the areas highlighted in that document. Participation in the consultation varies but it generally involves representatives from the Commission Delegations in the countries; national, regional and local authorities; representatives and organisations of civil society; and various other stakeholders. As well as the participants, the fora in which the consultations take places can also vary. Thus, the consultations can take the form of seminars, round tables, workshops, and/or other modalities depending on the decision of the Commission.
