As part of the reform of EU external assistance, the EuropeAid Co-operation Office (AIDCO) was formally established on 1 January 2001. Its mission is to implement the European Commission's external aid instruments which are funded by the European Community budget and the European Development Fund.
While the Directorate-General for External Relations (DG RELEX) and the Directorate-General for Development (DG DEV) are responsible for defining the strategies, general policies and programming of external assistance, the EuropeAid Co-operation Office is responsible for the management of the project cycle from identification to final project evaluation. AIDCO does not deal with pre-accession aid programmes (Phare, Ispa and Sapard), humanitarian activities, macro-financial assistance, the Common Foreign and Security Policy (CFSP) or the Rapid Reaction Facility.
